Besides the crybaby stalking, notice the nervous pacing, with his hands clasped behind his back (as though he is in handcuffs). Very interesting body language. Notice the person who approaches him, and you can tell he reasons with Bradley to walk away from the public comment speaker.

Rob, City Ethics WILL NOT investigate. Call them directly and talk
with them, as I have a number of times. The laws may technically
apply (and even that's arguable), but without financial disclosure,
they will NOT investigate or enforce. I have been told that by the
city attorney's office, the city Ethics Commission, the Fair Political
Practices Commission, the state attorney general and the county
attorney's office. DONE has no enforcement power. So even if the
laws DO apply, if no one will investigate them or enforce them, what
possible difference does it make? I'd love to see some city agency
undertake an investigation...but it ain't gonna happen until someone
files a successful lawsuit forcing the issue. And given the structure
of the NCs, that would be difficult because the NC approvals ARE
"advisory" only. We have neighborhood council members who use their
positions for their own financial gain, and the only ones who seem to
give a darn are those few of us who have witnessed it and tried to do
something about it. I am hoping that Bradley's blatant violation of
the Brown Act will cause enough embarrassment to the city that it
starts to do something...but I'm not holding my breath.

I would say the support of the Victory Outreach sign assumes "quasi-regulatory" "planning authority" functions. I'm sure the city attorney would argue otherwise in regard to the NC's "advisory"status, but it seems the word "quasi" makes this difficult when an official, elected, city body under the charter takes a stand onplanning issues.
There is a process for addressing this through the Ethics Commission,
but maybe instead city needs to reconsider the conflict exemption,
lobbied for by DONE, and a problem in a number of local NCs?

Well, Rob, I wish it would do some good to go to the City Attorney or
County Attorney or DONE -- BUT IT WON'T. As I pointed out in my May
30th posting, there is NO enforcement of the Conflict of Interest or
Ethics laws when it comes to Neighborhood Councils.
I've been raising that issue ever since I found about it last fall.
Because of issues involving a conflict of interest issue and unethical
behavior on the part of Jim Perry, an Eagle Rock Neighborhood Council
board member, I filed complaints with the City Ethics Commission and
the City Attorney. Much to my surprised dismay, I was told that the
city ethics and conflict of interest laws DO NOT apply to Neighborhood
Council board members and no city agency will investigate or enforce
those laws with respect to Neighborhood Councils. NC board members
are required by law to take the conflict of interest and ethics
training...but they will NOT be held accountable if they violate the
laws. Next I tried state enforcement agencies, hoping I could get
someone there to investigate. I was told the same thing --- no
enforcement because Neighborhood Council members are exempt and do not
complete the state financial disclosure forms.
On the DONE website, there is a link for Reference Library, which
drops down a list of more links. Choose "Laws that Govern Us". That
will give you a list of documents available. From that list, choose
the one titled: "Ordinance 176477 - Form 700 -- Conflict of Interest
Disclosure: Exempts Neighborhood Councils from adopting a conflict of
interest code and filing Form 700 financial disclosure statements."

The Mayor himself applied for and received an exemption from the
state's Fair Political Practices Commission for oversight by that
agency of Neighborhood Councils.
So who oversees the ethics and honesty of the Neighborhood Councils?
The boards themselves! Yep - you got it! The boards are free to add
ethics and conflict of interest language to their bylaws, and then
police themselves. Huh. Wonder how likely it is that any board will
actually step up and do the right thing? From what I've witnessed --
not too likely.
So is anyone beginning to understand why this issue has had me upset
for lo these many months? Particularly now, when NCs are pushing for
more power and more money?

Glassell Park Stakeholder said...I tried to get involved in GPNC in '01 when I first moved to town. Met Bradley Sept 8, 2001. I didn’t know the man more than five minutes till he said, "I can’t wait till they open the LA City college on Fletcher, so he could kick out the low income residents who were renting his apartments, and get some real money from the college students."
I just thought, “Oh my gosh, you don’t even know me, and you are telling me this. And that has been very telling as to what Bradley is all about.”
My first NC meeting was Monday sept 10, 2001 and he just ran the meeting with an iron fist. They were not certified at that time, but it was very clear that he was going to run rough-shot over this process and he had no fear, whatsoever.
Later, a few months later, I called the DONE rep for GP and asked why is he taking over this NC, and I instantly became an enemy of DONE.
They treated me like crap, snide remarks at the meeting. Hostile treatment because I had “dared” to challenge Bradley. The day I called and asked, she scolded me at the meeting that night. “HE’S IN CHARGE.” And comments to the effect of that, "What he says, goes!"
Then, Bradley got himself on the By Laws Committee and now he has more authority to pull the, “I’m in charge, do what I say” mentality.
I was on the By Laws Committee, too, and he declared himself Chair of the By Laws Committee. There was no vote. So I guess it was his assumption. The whole committee challenged him, and it went to remediation. (Sitting down with Patricia Villasenior, the mediator from DONE.)
We learned she was a friend of Bradley’s. So when she walked into the next meeting, and he gave her a hug, we knew, “Huh! We’re just wasting our time.” He (Bradley)quit showing up to By Laws meetings. So we DID get rid of him, but not officially.
Alisa Smith, or someone not from the “Dark Side” was voted in as new By Laws Chair.
So we beat him down there, then he was still on the GPNC board as a business rep, or something; but he never recused himself from any votes.
When asked if board members had to fill out a “Form 700”, he fought and said, “No, we don’t.” And DONE agreed that you don’t have to.
“Why the hell not, he’s an elected official.” A Form 700 is for all public officials. If he is elected by this City agency, and NC is an official City agency – which is why they are required to adhere the Brown Act, then he should he have to fill out the form.
And it was a constant battle at every turn. Everything that we wanted, any issues about concerns about development, he would just run rough-shot over us. And I know many people who just walked away from GPNC because of HIM.
And his constant pulling of the race card. Oh my gosh! “You disagree with me, you’re a racist” anytime you disagree with him. My neighbor is African American, and SHE disagreed with him, too. We kept pointing out, “How could she be racist?” And he ignored it. Any time you would try to use logic, he would ignore it.
By the time the second elections rolled around, he was defeated and no longer sat on the board. (Around Fall of ’03.)

When he was President of GP Improvement Association (the local “do go” organization that has been around 38 years, founded in 1968) – A community member headed up the opposition to the McDoanlds, and the Phillipino community did not like that. Ruby De Vera, working for Jackie Goldberg at the time, when Jackie was our CM, before she left to go to the Assembly. And the City didn’t see fit to hold another election, so we had Jackie's office staff running our council district. And Ruby made the connection between McDonalds and the architect who developed the building (hooked the two up) in Glassell Park, and it was questioned by the communtity at the time whether Ruby got anything for the negotiation. De Vera then went on to work for CM Ed Reyes.
Bradley wanted the McDonalds that the pueblos were against. The McD’s was denied. And from that day forward, Bradley declared an all out war on the improvement association. He tried to discredit them. And by then, he was on the NC and their motto is “you’re voice to the City.” He took that to mean, it’s the ONLY voice to the city. And the GPIA could kiss his ass for challenging the McDonalds and having his piece of the pie denied.
This is a waste of taxpayer’s money. I would be GLAD if they were decertified, then out on the ballot to just go away. We need to vote to go away.

Glassell Park Stakeholder said...I tried to get involved in GPNC in '01 when I first moved to town. Met Bradley Sept 8, 2001. I didn’t know the man more than five minutes till he said, "I can’t wait till they open the LA City college on Fletcher, so he could kick out the low income residents who were renting his apartments, and get some real money from the college students."
I just thought, “Oh my gosh, you don’t even know me, and you are telling me this. And that has been very telling as to what Bradley is all about.”
My first NC meeting was Monday sept 10, 2001 and he just ran the meeting with an iron fist. They were not certified at that time, but it was very clear that he was going to run rough-shot over this process and he had no fear, whatsoever.
Later, a few months later, I called the DONE rep for GP and asked why is he taking over this NC, and I instantly became an enemy of DONE.
They treated me like crap, snide remarks at the meeting. Hostile treatment because I had “dared” to challenge Bradley. The day I called and asked, she scolded me at the meeting that night. “HE’S IN CHARGE.” And comments to the effect of that, "What he says, goes!"
Then, Bradley got himself on the By Laws Committee and now he has more authority to pull the, “I’m in charge, do what I say” mentality.
I was on the By Laws Committee, too, and he declared himself Chair of the By Laws Committee. There was no vote. So I guess it was his assumption. The whole committee challenged him, and it went to remediation. (Sitting down with Patricia Villasenior, the mediator from DONE.)
We learned she was a friend of Bradley’s. So when she walked into the next meeting, and he gave her a hug, we knew, “Huh! We’re just wasting our time.” He (Bradley)quit showing up to By Laws meetings. So we DID get rid of him, but not officially.
Alisa Smith, or someone not from the “Dark Side” was voted in as new By Laws Chair.
So we beat him down there, then he was still on the GPNC board as a business rep, or something; but he never recused himself from any votes.
When asked if board members had to fill out a “Form 700”, he fought and said, “No, we don’t.” And DONE agreed that you don’t have to.
“Why the hell not, he’s an elected official.” A Form 700 is for all public officials. If he is elected by this City agency, and NC is an official City agency – which is why they are required to adhere the Brown Act, then he should he have to fill out the form.
And it was a constant battle at every turn. Everything that we wanted, any issues about concerns about development, he would just run rough-shot over us. And I know many people who just walked away from GPNC because of HIM.
And his constant pulling of the race card. Oh my gosh! “You disagree with me, you’re a racist” anytime you disagree with him. My neighbor is African American, and SHE disagreed with him, too. We kept pointing out, “How could she be racist?” And he ignored it. Any time you would try to use logic, he would ignore it.

The tree wars seem likely to escalate along with stricter tree laws. In Los Angeles, for instance, the City Council is about to consider an amendment to the city's oak tree ordinance, which protects native oaks at least eight inches in diameter. The expanded ordinance would include three other species - black walnuts, California sycamores and bay laurels - and protect more trees by reducing the diameter of a landmark tree to four inches.
Most notably, violators could be charged with a misdemeanor and, in extreme cases, have their building permit withheld for up to 10 years. The ordinance, moreover, would require developers to get a permit to knock down protected trees and replace them with new trees at a ratio of at least 2 to 1.
Paula Bagasao, co-founder of Proh-LA, a group dedicated to protecting property rights on hillsides, especially vacant lots, called the ordinance "a backyard building moratorium" that would delay projects and add unnecessary costs. She finds the inclusion of black walnut trees particularly irksome.

This is not meaningful outreach to the community served Election Committee members may include candidates for office in the upcoming election, thereby furthering the knowledge and ability of insiders at the expense of transparency and openness for the community as a whole. The committee members, for example, are to prepare and distribute the election announcements and candidate information, oversight of eligibility & verification procedures, and oversee notification and outreach.
Regarding language communications. I am also seeking that the election flyer, Vote-by- Mail documents, and the ballots also be developed, distributed, and be made available in Tagalog. While the many Filipinos and Filipino Americans who are stakeholders in the GPNC area do speak English or some English, it is well established that the most effective way to communicate with this population is in English and Tagalog. At the present time, only English and Spanish are proposed.
I believe that these defects, combined with a flawed application by the Neighborhood
Council (No Attachment D dealing with how Vote-by-Mail will be handled), would support a DONE decision to NOT approve the pending Election Procedures, and to schedule the election some time after January 2007.
Whenever this election is to take place and how, I am further requesting a denial of the GPNC proposal to name Jerry Kvasnicka as the election administrator. We are providing evidence of his lack of qualifications for this role. A Done recommendation is sought for an appropriate elections administrator.
This would allow for a meaningful community outreach to be conducted either within or
without the Neighborhood Council, and for a completed and approved set of Election
Procedures to be developed well in advance of an election.
I am also attaching the packet sent by DONE concerning the last (2004) election obtained as a result of a Public Records Act Request. A fair reading of the documents would be that the election was contentious, that Jerry Kvasnicka was a central figure is allegations of lack of neutrality and bias, that less than 200 people (187) participated in a sizeable Neighborhood Council election, and the Final Arbiter Report submitted by the Human Relations Commission to DONE clearly indicates that outreach was a serious and pervasive issue which the Human Relations Commission ducked, putting it back on DONE. It should also be pointed out the Human Relations Commission conducted no hearing, provided no due process, nor contacted any of the affected parties prior to writing their report.
Thank you for your consideration of my concerns about the pending GPNC elections as
proposed for 2006. Again, my objective is to achieve a fair, inclusive, transparent, and democratic process by which a new governance board for GPNC is determined.

This is not meaningful outreach to the community served Election Committee members may include candidates for office in the upcoming election, thereby furthering the knowledge and ability of insiders at the expense of transparency and openness for the community as a whole. The committee members, for example, are to prepare and distribute the election announcements and candidate information, oversight of eligibility & verification procedures, and oversee notification and outreach.
Regarding language communications. I am also seeking that the election flyer, Vote-by- Mail documents, and the ballots also be developed, distributed, and be made available in Tagalog. While the many Filipinos and Filipino Americans who are stakeholders in the GPNC area do speak English or some English, it is well established that the most effective way to communicate with this population is in English and Tagalog. At the present time, only English and Spanish are proposed.
I believe that these defects, combined with a flawed application by the Neighborhood
Council (No Attachment D dealing with how Vote-by-Mail will be handled), would support a DONE decision to NOT approve the pending Election Procedures, and to schedule the election some time after January 2007.
Whenever this election is to take place and how, I am further requesting a denial of the GPNC proposal to name Jerry Kvasnicka as the election administrator. We are providing evidence of his lack of qualifications for this role. A Done recommendation is sought for an appropriate elections administrator.
This would allow for a meaningful community outreach to be conducted either within or
without the Neighborhood Council, and for a completed and approved set of Election
Procedures to be developed well in advance of an election.
I am also attaching the packet sent by DONE concerning the last (2004) election obtained as a result of a Public Records Act Request. A fair reading of the documents would be that the election was contentious, that Jerry Kvasnicka was a central figure is allegations of lack of neutrality and bias, that less than 200 people (187) participated in a sizeable Neighborhood Council election, and the Final Arbiter Report submitted by the Human Relations Commission to DONE clearly indicates that outreach was a serious and pervasive issue which the Human Relations Commission ducked, putting it back on DONE. It should also be pointed out the Human Relations Commission conducted no hearing, provided no due process, nor contacted any of the affected parties prior to writing their report.

proposed for 2006. Again, my objective is to achieve a fair, inclusive, transparent, and democratic process by which a new governance board for GPNC is determined.

ZD - GPNC was supposed to be at two events this weekend. We brought cameras hoping to get their reaction and comment on what is being said on the blogs. Here is what we have for you.
At the opening of the Jack & Denny Smith Community Center, NO ONE was there from GPNC to man the table. Just three rocks (which somehow seems appropriate.
At the Lummis Day Festival (which GPNC *paid* to participate, NO ONE was at the GPNC table. There, you had one rock holding down a stack of Lummis Day programs.
What do we learn from this?
GPNC and their "outreach" is a joke. NO ONE is at the community tables at these events where they are supposed to be.
GPNC is happy to throw thousands in stakeholder money at something and not put in the manpower to make it worthwhile.
The media coverage that Bradley thinks is so wonderful must be so amazing that they don't have the cojones to meet their public!
Good going you bunch of scumbags!

Edel is an architect while Bradley is an "expediter" for developers. Read: "pay me to push your MWGPSP (Mt. Washington Glassell Park Specific Plan) -negligent plans through the city planning department because I woo the clerical staff with sweet talk & candy. FYI: Andrita Street is located within AREA 1 according to the GPNC map.
Bradley & Edel purchased a lot on which they built a McMansion in the 2200 block of Maricopa Drive in Glassell Park. Maricopa Drive is located within AREA 4 according to the GPNC map. Bradley must have expedited his own plans through the city planning department because he violated the MWGPSP at every turn: Sideyard? None. Setback from the street? None. Floor area ratio? Questionable as to whether he stayed within the 49% limit stated in the MWGPSP.
Bradley used the Andrita Street address to run as AREA #1 REP (read: residential representative) on the GPNC board when in fact he had already MOVED to his new residence in AREA #4. He should have run as a BUSINESS REP (an at-large position) but didn't because he had already lined up enough of his PROH-LA buddies and new-found friends from VICTORY OUTREACH to fill those positions and form his "diversity coalition".
When residents from every part of GlassellPark protested Bradley's candidacy (and subsequent victory) as AREA #1 REP, DONE said it didn't matter because Bradley was "self-affirming" the address of his residence. Bull. As one person posted on the LA Curbed website, I too self-affirm that I live in Bel Air even though my ZIP Code is 90065 but that doesn't make it so.
BTW: I have a photo of the table space allocated to the GPNC yesterday at the Jack & Denny SmithCenter grand opening. The picture shows 3 rocks sitting on the GPNC table @ 4:30. No one was manning the table at any time prior to then. How appropriate that three rocks occupied the table; at least they didn't BALK at having their picture taken!

Paula Bagasao, the woman in the video was elected as an "Education Rep." She lives in a loft downtown is one of the founders of PROH-LA because she has a lot on Vista Superba she wants to develop. As to "Education," she has nothing to do with education at any of the schools in Glassell Park.
The previous Eduation rep was an active parent at the Washington Irving Middle School. She also has three developmentally disabled children. She resigned after GPNC Board member Maggie Darrett(repping Area 2) said she "did nothing" at a board meeting. She is also a member of Bradley's cabal.
Brian Fitzburgh is a developer/architect/realtor who lives in Silverlake and is also an active member of PROH-LA.
The PROH_LA board members are also trying to change the Land Use & Planning Committee to an "Economic Development Committee," which not only sounds Stalinist, but also violates the GPNC's by-laws.
Art Camarillo is a Bradley crony who is "paid" GPNC staff.
They are looking to spend another $5k + $350 a month for a "web developer" named Santiago Garfunkel from Lineal Media. Zuma, you may want to plug him into the bat computer and see if that finds anything.
Something stinks in Glassell Park and it ain't necessarily the LA River. It's wafting from their Neighborhood Clowncil.

Rose Ibanez/ DONE has instructed Bradley/GPNC Chair that in order to change the name of Land Use Committee, as a standing committee, to Economic Development Committee, it must go through the amendment process as stated on the bylaws (Article X).
In violation of its By Laws, GPNC has changed the name of a 4yr Land Use Committee to Economic Development Committee without a By Laws amendment. The Land Use Committee is a standing committee as mentioned in GPNC By Laws. GPNC is now acting with this Committee.
GPNC elected an interim chair (Brian Fitzburgh)to this Econ DevCom which in Violation of of GPNC ByLaws.

* This is wack. Apparently, Bradley was elected as a "resident" board member of one area of Glassell Park, but actually lives in a different area. And, DONE ruled in Bradley's favor because he was "self-affirming" his residency - even though he doesn't live in that area.
So, I guess if I go to DONE and "self-affirm" that I live in Bel Air but live in Boyle Heights, I can be on their NC Board. Maybe they can give me a pueblo in Bel Air, too. Insane.
* Oh, it gets better: GPNC has been hijacked by the religious group Victory Outreach and developers lead by Bradley and Paula Bagasao, who are ringleaders of the development group PROH-LA.
Bradley and his ilk wants to gut the Hillside Ordinance and the Mt. Washington-Glassell Park Specific Plan so developers can put McMansions in the hillsides and waive developers' responsibilities for creating the infrastructure to support the development that they want to cash in on.
The Bradley-led developers created a coalition with Victory Outreach to take over the NC in the last election. What does Victory Outreach want out of this? A 25 ft. high, Vegas-style sign on Eagle Rock Blvd. in Glassell Park, which the old neighborhood council thought was obtrusive. Here's the best part: the sign will say "Victory Outreach of Eagle Rock" - in Glassell Park!
How's that for giving the finger to Glassell Park residents! The GPNC Board is a perfect example of what's wrong with the NC system (can be easily taken over by special interests, not representative of the community) and why it is dangerous and a monumental waste of taxpayer money. Pigs feeding at the trough, indeed!
* Hey Bradley: we understand you're planning a run for City Council. VERY exciting!
Clowncilman Bradley sure has a nice ring but the voters won't go for it. Partial names don't fly. Come out of the shadows buddy. We're not going away.

Basically, (1) Bradley lies about where he lives (puts his business address down instead) which is important because the GPNC bylaws require area reps to live in the area they represent, (2) Admits to it (one just needs to read his reply to DONE), and (3) the city does jack shit about it.
Wow!! And the city wonders why out of 24,000 stakeholders only 300 or less bother to vote in most/all of these NCs. Amazing.

Since the GPNC has not posted ANY minutes for the new board going on 6 month now, I think it is a good idea that someone is willing to go and make a record of the meetings. But obviously Bradley does not like that, nor does Mrs Bagasho. No minutes posted at their website www.gparknc.com from the past 5-6 month and no record of what they are up to? Thank goodness someone is taking a risk videotaping. It looks like a hostile environment to say the least and that is just not right. Regardless of what else might or might not be going on, Bradley appears to have lied to the general public repeatedly with his comments about the "City Attorney's Office" being in his camp about videotaping meetings of the GPNC. Anyone who has spent much time studying Bradley knows this is his MO, baffle em' with bull and feed them more crap. Bullying people who disagree with him and making it up as he goes along. Some people can be fooled by his bogus "passive aggressive" behavior, others are suspicious and generally turned off. * This is wack. Apparently, Bradley was elected as a "resident" board member of one area of Glassell Park, but actually lives in a different area. And, DONE ruled in Bradley's favor because he was "self-affirming" his residency - even though he doesn't live in that area.
So, I guess if I go to DONE and "self-affirm" that I live in Bel Air but live in Boyle Heights, I can be on their NC Board. Maybe they can give me a pueblo in Bel Air, too. Insane.
* Oh, it gets better: GPNC has been hijacked by the religious group Victory Outreach and developers lead by Bradley and Paula Bagasao, who are ringleaders of the development group PROH-LA.
Bradley and his ilk wants to gut the Hillside Ordinance and the Mt. Washington-Glassell Park Specific Plan so developers can put McMansions in the hillsides and waive developers' responsibilities for creating the infrastructure to support the development that they want to cash in on.
The Bradley-led developers created a coalition with Victory Outreach to take over the NC in the last election. What does Victory Outreach want out of this? A 25 ft. high, Vegas-style sign on Eagle Rock Blvd. in Glassell Park, which the old neighborhood council thought was obtrusive. Here's the best part: the sign will say "Victory Outreach of Eagle Rock" - in Glassell Park!
How's that for giving the finger to Glassell Park residents! The GPNC Board is a perfect example of what's wrong with the NC system (can be easily taken over by special interests, not representative of the community) and why it is dangerous and a monumental waste of taxpayer money. Pigs feeding at the trough, indeed!

Clowncilman Bradley sure has a nice ring but the voters won't go for it. Partial names don't fly. Come out of the shadows buddy. We're not going away.

If you think the video thing is unbelievable, go take a look at the election challenges that were pointed to in another thread...total, fucking unbelievable!!
Basically, (1) Bradley lies about where he lives (puts his business address down instead) which is important because the GPNC bylaws require area reps to live in the area they represent, (2) Admits to it (one just needs to read his reply to DONE), and (3) the city does jack shit about it.
Wow!! And the city wonders why out of 24,000 stakeholders only 300 or less bother to vote in most/all of these NCs. Amazing.

Oh and what is the real reason that people are complaining about Bradley. Not that he lied (which he admits to) but rather all his detractors are racist!! Yup that's the reason he gives to DONE. * The fact is....you look at that video and you wonder what Bradley and the other lady are trying to hide? Since the GPNC has not posted ANY minutes for the new board going on 6 month now, I think it is a good idea that someone is willing to go and make a record of the meetings. But obviously Bradley does not like that, nor does Mrs Bagasho. No minutes posted at their website www.gparknc.com from the past 5-6 month and no record of what they are up to? Thank goodness someone is taking a risk videotaping. It looks like a hostile environment to say the least and that is just not right. Regardless of what else might or might not be going on, Bradley appears to have lied to the general public repeatedly with his comments about the "City Attorney's Office" being in his camp about videotaping meetings of the GPNC. Anyone who has spent much time studying Bradley knows this is his MO, baffle em' with bull and feed them more crap. Bullying people who disagree with him and making it up as he goes along. Some people can be fooled by his bogus "passive aggressive" behavior, others are suspicious and generally turned off.
